Allen Served as Senior Associate and Operations Manager on a long-term retained search contract for RCA Moorestown on staffing for the AEGIS System--a large real-time Navy weapons system.  He also provided contract recruiting services for SAIC and Booz Allen & Hamilton; and, provided contingency search assignments for MITRE and LMI (The Logistics Management Institute).

 

Director, Planning, Management & Budget:  Arlington County School Board

1973 – 1982 (9 years) Arlington, Virginia

Developed and managed an annual process for determining priorities, establishing plans of action to achieve objectives, and assessing and reporting results.  Managed the preparation and reporting of a multi-million-dollar budget during periods of expansion as well as retrenchment. Prior to the PMB Director position he held the positions of Coordinator Media Services & Educational Technology, Coordinator of State & Federal Programs and Staff Development, and Management Analyst for the School Board.

 

Adjunct Faculty:  University of Virginia

1967 – 1982 (15 years)

Taught college credit courses in Organization and Management, Human Behavior, and designed the "Essential Management" applications approach to management development.

 

Program Analysis Officer:  U.S. Civil Aeronautics Board

1968 – 1970 (2 years) Washington D.C.

Provided leadership in the staff's application of systems analysis and simulation to facilitate the Board's economic regulatory decision making.

 

Management Analyst:  The Port of New York Authority

1961 – 1964 (3 years)

Provided organization and management staff consulting assistance to the Port Authority's line operating transportation departments including planning for the Port Authority's occupancy in the World Trade Center.

 

Education

American University

Masters Degree in Public Administration

Received BA in Political Science from Lycoming College, Williamsport, PA; member of Lambda Chi Alpha Fraternity (served term as President)  Attended American University on a graduate fellowship.

 

Military Service:  Served three year enlisted assignment with the U. S. Army First Division, Germany
